Improving municipal services in Sighnaghi municipality

Center for Training and consultancy (CTC), through the sub grant program, supported local Civil Society Organisations in all eight municipalities of Kakheti in order to contribute improvements of local public services.

In Sighnaghi Municipality, the local community union: “Nukriani” worked for 1 year to improve the youth policy planning and implementing at local level. The project activities were focused, on the one hand, on strengthening the skills and capacities of local youth, including improving participation in the self-government implementation process, and, on the other hand, on advocacy campaigns to effectively plan and implement youth policies by the local government management.

A memorandum of cooperation was signed with the Sighnaghi Municipality. Within its framework, young people will take part in planning the functions of newly established youth centres in Zemo Bodbe and Vakiri villages. Also, Sighnagi city hall took a commitment to spend the local budget assigned for youth project with the high participation of local youth.  In addition, within the framework of the memorandum, the municipality has already allocated funds from the municipal budget to finance three youth projects.

In parallel, the organisation assessed quality of the municipal services using the Municipal Services Quality Assessment Toolkit (MUSQAT) and developed Sighnaghi Municipal Services Quality Assessment Report. They also monitored 2-year Municipal Services Improvement Action Plan of Sighnaghi municipality and produced the monitoring report.

The grant program was implemented with the financial support of the European Union in the framework of the project: “Municipal Services Quality Assessment Tool” (MUSQAT).
